The AGREEMENT FOR THE SUSTAINABLE REFORM OF THE PUERTO RICO POLICE DEPARTMENT (“Agreement”) dated July 17, 2013 empowers the Technical Compliance Advisor (“Federal Monitor”) to assess and report whether the provisions of the Agreement have been implemented, and whether this implementation is resulting in constitutional and effective policing, professional treatment of individuals, and increased community trust of the Puerto Rico Police Department (“PRPD”). The Federal Monitor’s is not allowed by the Agreement to investigate individual complaints from police officers and the public. Any specific complaints need to be addressed directly to the PRPD, not the Federal Monitor’s office. This website offers general information regarding the Federal Monitor’s role in the PRPD Reform and enables you to leave comments that may assist the Federal Monitor’s office to determine PRPB’s overall compliance with the Agreement.
