Analista Samantha Rhinerson

Ms. Rhinerson currently serves as a Research Analyst for the Puerto Rico Consent Decree. She has a background in criminal justice, forensic and legal psychology, social psychology research, and training and technical assistance.

She is also a Program Manager at the National Policing Institute who has over five years of experience managing and providing TTA on a national scale. At The Institute she manages training and technical assistance (TTA) for the Rural Violent Crime Reduction Initiative (Rural VCRI) administrated by the Bureau of Justice Assistance (BJA). Ms. Rhinerson is responsible for the development and launch of the program, day-to-day operations and TTA provision, and distributing up to $1.5 million dollars in microgrants. She liaises with small, local, and tribal law enforcement agencies, prosecutor offices, executive level clients, subject matter experts, and manages junior staff.
Prior to joining the National Policing Institute, Ms. Rhinerson served as an Associate at Booz Allen Hamilton on the National Training and Technical Assistance Center where she implemented a data driven TTA approach, analyzed and developed complex data reports based on thousands of nodes of data, provided training and data entry support to over 500 system users, and co-led the complete re-design of the annual report. Ms. Rhinerson also helped various other contracts develop and implement data analytic strategies.
Before her role at Booz Allen Hamilton, she served as a Senior Research Specialist at CNA where she helped manage and deliver TTA on numerous multi-million dollar grants and cooperative agreements, including the National Public Safety Partnership, Body-Worn Cameras TTA, Project Safe Neighborhoods, and Collaborative Reform. In these roles, she worked directly with police departments and other law enforcement stakeholders to coordinate TTA through various avenues and on topics ranging from partnerships and strategic communications to crime analysis capacity building and gun violence. Ms. Rhinerson also worked on after-action reviews for the Baltimore, Maryland Police Department and the National Institute of Justice Correctional Officer Safety Equipment Study. She provided analytical and technical support to project sites, provided logistical and management support to project staff, and helped create and distribute public-facing resources and reports. In addition to this Ms. Rhinerson has also been a part of multiple research studies, including studies related to perceptions of the criminal justice system and humane education programs.
Ms. Rhinerson holds a Master of Arts in Forensic and Legal Psychology from Marymount University and a Bachelor of Science in Criminal Justice and Psychology from Jacksonville State University.
